Francisco Antonio Gregorio Tudela van Breugel-Douglas is a Peruvian career diplomat. He studied at Colegio Maristas San Isidro and went on to obtain a degree in Law. Tudela was director of the Universidad Católica’s Institute of International Studies. He was one of the most respected foreign ministers of the Alberto Fujimori government, serving from 1995 until mid-1997. He also served as First Vice President of Peru during 2000.
